OPeNDAP allows one to give a application a url and have it directly download data. To read this data into matlab use 
loaddap('http://197.155.140.164/SOURCES/.Features/.Political/.Africa/.Districts/.prov_na/%5Bfeature_id%5Ddifferences/dods')
